I’m a junior taking five AP classes this year, and I currently have a 33 ACT score. If I want to maximize my chances of getting merit scholarships for college, should I focus more on improving my ACT score a couple of points or earning high AP scores?

You should focus primarily earning high grades and scores in your AP classes. Your high school transcript is the most important aspect of your application, and your junior year is the most important year of high school. Your ACT scores are already good enough that they shouldn't have a negative impact on your chances of earning scholarships. If you feel you can improve your ACT scores, you might consider taking the test again, but you shouldn't take time away from your classes to study more for the ACT.
